WeBER platform
PURPOSE
WeBER Platform, the regional civil society organisation (CSO) consultation platform on Public Administration Reform (PAR) in the Western Balkans (WB), is the venue for dialogue of CSOs and governments on PAR. In essence, WeBER Platform serves as the platform for consultation and evidence-based dialogue between the civil society, government representatives and international and regional organisations (European Commission, ReSPA, RCC etc.) on PAR. Evidence-informed dialogue and consultations will be sustained through the development and application of the PAR Monitor (see PAR Monitor section).
WeBER Platform is featured by comprehensive regional approach to PAR monitoring and involvement of CSOs at all levels:
- through partnerships at regional, national, and local level;
- by enhancing transparency, and participation and involvement of civil society in PAR and in policymaking regionally, nationally, and locally;
- by rendering monitoring of PAR by CSOs visible, thus influencing policy dialogue and change at all levels.
WeBER partner organisations are leading the Platform, and CSOs in each of the WB countries became members of the Platform, through Open Call for Applications by CSO’s. WeBER Platform gathers 22 CSOs. The WeBER partner from one country and the selected CSOs from the same country at the same time constitute the “national consortium” for the National PAR Working Group – NWG.
National PAR Working Group – NWG
NWGs are national consultative mechanism for participation of civil society in the dialogue with relevant public authorities on design and monitoring of PAR processes in the WB. NWGs are constituted in each of the WB country as national extensions for dialogue on PAR of the wider mechanism – regional WeBER Platform.
NWGs ensure that dialogue on PAR involves all levels of civil society engagement, including national and local level, through participation of locally based CSOs in NWGs. Following the same line, NWGs gather wide network of CSOs in each country, that will participate in discussions and consultations on the PAR Monitor, and address other relevant issues in the PAR area in each country. They are initiated, led and coordinated by the respective WeBER project partners and other CSOs from each country which participate directly in the regional WeBER Platform.

About Loomio
Loomio is a new feature on the WeBER Platform that will serve as a venue for online CSOs consultations on Public Administration Reform (PAR). It can be accessed and used by the members of the WeBER Platform and the National Working Groups (NWGs) for participating in and instigating PAR-related discussions as well as contributing to the consultations on PAR issues in the countries of the Western Balkans. Given that the WeBER Platform currently gathers over 100 organisations from across the region, Loomio will make it easier for them to engage in discussions, exchange information and make decisions over time.
CSOs will be able to contribute to the PAR-related discussions through the four main elements of Loomio. These include: groups, threads, proposal, and outcome. Groups will serve as space where the WeBER Platform and NWG members can discuss different topics through discussion threads (for example, each WeBER Platform and NWG member will be an active member of the Loomio National PAR Working Group in their country). Following the discussions, decisions can be made using tools such as the proposal, or other polls, which can help understand and visualise the group’s position and opinion on a given proposal, question, or topic. Once the group has expressed its opinion, the outcome can be used to show what is going to happen next, based on the previously conducted discussions and decision-making.
Moreover, Loomio tool will be utilised by the WeBER Platform and NWG members for the purpose of identifying priority PAR topics for each country ahead of the regional and national meetings. This will be done through ranking and voting for the posted suggestions within the corresponding discussion threads.
As they provide a new way of interactive participation and engagement of CSOs, the online consultations are expected to greatly innovate and facilitate the work of the regional WeBER Platform, thus contributing towards the greater goal of the WeBER 2.0 project which is to further empower CSOs in the Western Balkans to engage in the design and implementation of PAR in line with the requirements of the EU accession process.
