About the project:
The goal of this project was to contribute to the improvement of Public Administration Reform (PAR) application on local level from LGUs of Durres and Puka through recommendations based on community perception and civil society. The project actively engaged the community groups, local civil society organizations, activists and respective LGUs of Durres and Puka. The project has resulted in two established groups of local civil society organizations, activists and community members, prepared for public consultations with municipalities regarding public services, especially on gender and social aspects and that will continue to advocate for better performance of local institutions. The monitoring process has provided qualitative and quantitative data that can be used for further actions to improve the public service provision and as a baseline for comparison in future.

About the project:
The project aimed to create an evaluation platform for assessing the public services offered by the one-stop shops at the local level, seen also from a gender perspective. The preparation of assessment tools for services provided by state institutions is an important step towards improving their quality in the future. Evaluating the different dimensions of these services serves to identify the shortcomings and problems faced by citizens in their daily interaction with them. Determining a set of indicators in advance through discussions with experts guarantees an objective assessment of the different dimensions of services provided to citizens. It’s very important the development of an assessment scheme that will impact the improvement of citizen-centred public services and the possibility to measure the quality of services at one stop shop by applying the “Investigative Survey” methodology.

About the project:
The main objective of the project is raising awareness in LSGUs about the right of access to public information and the need for accountability of institutions, indicated through on-time providing of information upon request of external stakeholders, as well as through raising the quality and the quantity of public information available through official channels of the LSGUs. The greatest achievement is the voice the project gave to the citizens’ initiatives on the local municipal level. These initiatives articulated the requests by the citizens for the protection of the public interests in the area of environmental protection, urban planning, traffic and communal infrastructure. The objective of this project was improving transparency and quality of budget practices on the City of Nis level, in the process of formulation, approval, execution and oversight through monitoring and relevant recommendations provided by CSOs and citizens. The main achievements of this project were greater participation of the civil society organizations and citizens in the formulation process and awareness on the lacks of the procedure (short term for discussion, lack of citizen initiatives funded etc.), engagement of the local representatives in the City forum that was dedicated to budgetary practices in the City of Nis (that was not done in years) and also creation of the Analysis on the budgetary processes and fiscal practices that the citizens did not have insight in, considering the fact that Final report on budget execution was not filed in the local parliament since 2014.

About the project:
The objective of the project is monitoring the work of Local Self-Government bodies (Ulcinj) through monitoring of public administration accountability, contributing to the capacity building of NGOs and local media in support of public administration reform at the local level. The greatest achievement during this project is the Monitoring Report on transparency and accountability of Ulcinj Local Self-Government. This report published information that are very important for the overall work of the Local Administration, but primarily for the local community. Local officials themselves were not aware of the extent to which the work of the Municipal Authorities and Services was non-transparent. Critics came from all sides, while decision makers in the Municipality expressed readiness to approach major changes in this area.

The main objective of the project was to improve conditions for the participation of PWDs and their organizations in the planning, development, implementation and monitoring of the Annual Budget of the Capital Podgorica during the implementation of the project. Through the project, the organization gathered and analysed data and documents related to participation of PWDs in planning, adoption, implementation and monitoring of realization of the budgets of Capital Podgorica. Two focus groups with representatives of PWDs and local authorities have been conducted and analysed. Additionally, through advocacy activities, the awareness of the importance of this issue of representatives of Capital Podgorica and the whole public has been raised. The representatives of local institutions, who participated in the focus group and meetings, have expressed their willingness for collaboration with AYDM on the project issue. In that sense, collaboration with the Assembly of Capital Podgorica, The Secretariate for Finance and The Council for Issues of PWDs on concrete advocacy and educational activities was agreed.

About the project:
The overall objective of the project was the contribution to the improvement of accountability and transparency of local self-governments in Montenegro in line with the principles of good governance. About the project:
Main objective of the project is to contribute to increasing the level of citizen participation in the process of local government reform in Kolasin. One of the main activities of the project was “Open Doors” which consisted of regular monthly meetings between the Municipality of Kolasin, NGOs, and media. High-quality discussions an exchange of information resulted into the increased level of participation cooperation between the local authorities, civil society organizations and the media at the local level.

About the project:
The objective of the project is monitoring the work of Local Self-Government bodies (Ulcinj) through monitoring of public administration accountability, contributing to the capacity building of NGOs and local media in support of public administration reform at the local level. The greatest achievement of this project is the Monitoring Report on transparency and accountability of Ulcinj Local Self-Government. This report published information that are very important for the overall work of the Local Administration, but primarily for the local community. Local officials themselves were not aware of the extent to which the work of the Municipal Authorities and Services was non-transparent. Critics came from all sides, while decision makers in the Municipality expressed readiness to approach major changes in this area.

About the project:
The objective of this project was monitoring and advocating of the establishment of modern human resource management (HRM) function in the municipality administrations in Gornji Milanovac, Užice and Požega within the process of public administration reform at the local level. Enhancing accountability and transparency of public institutions through the empowerment of a professional and apolitical local administration

About the project:
The objective of the project was to identify the main challenges in the functioning of local administration in the field of public service and human resource management and accountability and, in response, to pave the way for broader reform to promote meritocracy in recruitment, accountability and transparency in the functioning of the local administration. The greatest achievements of the project, of course, were the drafting of two reports on Transparency, respectively in the section of Human Resources and Public Services Management and Accountability. These two reports helped to have an overview on the perception of civil servants on one hand and civil society and citizens on the other, regarding public administration efficiency of these two municipalities on providing public services, recruiting, managing and assessing human resources. Moreover, these reports tackle on the role of external monitoring bodies, such as media, civil society organizations, judicial system et. Given the provided information, it is easier to recommend and propose alternative solutions to improve public administration. Thus, these two municipalities were provided with a detailed analysis of the data collected and they can use it to further improve the efficiency of their public administration and its services.

The aim of this project was to focus on enhancing transparency and accountability of municipal administration through systematic monitoring of the municipalities websites and reviewing the implementation of laws in practice that requires the municipalities to be transparent and accountable towards the public and through focus groups will be evaluated the NGOs, Media and citizen’s satisfaction in relation to the information provided. The project covered two municipalities, Ferizaj and Pristina, through following activities: monitoring of municipal websites, implementing focus groups with NGOs, citizens and media, and publishing of the monitoring report.
