This paper deals with the issue of transparency of local governments. By transparency, in this document, authors consider the possibility that the interested party (legal or natural person), based on the normative act, or participation in the process, obtain adequate information in a time period in a non-discriminatory (of course, without financial costs) and confidential manner i.e. that information obtained are content relevant and true.

The indicators were divided into eight areas, as measured according to importance or priority for determining the Municipal Transparency Reform Index (hereafter MTRI). Each field contained a series of questions and numerical value was assigned to each of these areas, from 1 to 5 depending on the answers to the questions. MTRI was calculated as the sum of all numerical values obtained on the basis of indicator questions.
